Non-Profit Housing in the City of Zurich. Evaluation of housing policy instruments

According to the municipal code, it has been the responsibility of the city of Zurich since 2011 to ensure that the number of affordable non-profit housing is constantly expanded. This share is to increase to one-third of all rented apartments by 2050. Accordingly, a bundle of instruments is used to promote new housing construction, modernization and the preservation of apartments in the non-profit housing sector. These need to be regularly evaluated.

  • What are the declared goals of the city’s housing policy from 2000 to the present? 
  • Which policy instruments are drawn from these objectives and implemented? 
  • How is the city's housing policy evaluated in the public-media discourse? 
  • Which long-term intended and unanticipated consequences of the housing policy measures applied in the non-profit housing sector can be estimated? 
  • How are the housing policy instruments monitored, evaluated and further developed by political decision-makers and the administration of the city of Zurich? 
  • How do experts in Zurich's housing market assess the city's policy measures?
