Orientation Guidelines for Cantons, Municipalities and Local Authorities

To date two studies have been undertaken and published under the aegis of the “National Programme for Preventing and Combating Poverty” of the Swiss Federal Social Insurance Office (FSIO), providing various recommended actions. Both studies have highlighted gaps in the availability of support opportunities for people experiencing or at risk of poverty. Particular challenges are faced in the area of access to and the long-term safeguarding of housing provisions.

The relevant orientation guidelines for housing assistance will now be developed on behalf of the FSIO within the framework of the “National Programme for Preventing and Combating Poverty”, including a closer examination of the collective-responsibility model. The orientation guidelines are intended for cantons, municipalities and local authorities who want to provide such services for socially disadvantaged individuals.
